又是一年公派申请的热潮，提供08年CSC部分不合格人员名单，希望能回答部分虫友最近提出的一些问题。
1、关于申请学校排名的问题，没有听说过CSC因为学校排名刷人的，关键看你所在学校的竞争情况，只要学校上报了，CSC一般都没问题的。所以这部分虫友最好关注自己学校的情况，相信到这里也没有明确的回答，各个学校的情况太不一样，有的100以前也有不上报的，我这样的500的也出来了；（当然也包括老师级别（assitant prof，associate prof等），这个都没问题的）
2、同一外导能否接受同一学校的多个学生。这个来说是不容许的，详情见附件。当然不排除个别情况，毕竟是人工审查，难免会有遗漏。一些学校出台相关的要求也是为学生着想，不要因此抱怨。但是最好不要存在侥幸心理。

访问学者如何通过国家留学基金委审核批准
现在申请国家留学基金委公派的访问学者非常多，尽管公派指标逐年增加，越来越多的人有机会申请公派，但是每个名额的申请依然存在着不同程度的竞争。
为了避免错失出国的机会，进而影响以后的职称评定或科研安排。我们首先需要了解什么样的申请资料容易通过留学基金委的审批？以下几点提醒大家多加注意：
1. 国家
留学基金委的公派项目是针对海外学术交流，香港、澳门、台湾的学校和科研院所不被承认。
2 .学校
尽量申请知名度、综合实力及学科和专业实力强的学校（如世界排名TOP200的院校或机构）。
3 .导师
导师的学术地位和影响力尽量强，研究课题及项目尽量前沿，科研产出率高。
4 .申请者能力
申请者应注意提高自身科研和学术能力，如论文发表、项目经历、参与学术会议、提高研究技能等。同时一定要注意在申报公派项目时，将自己的学术背景，通过申请材料，充分地展现给评审人员。
5 .研究计划
最好和接收方教授共同讨论，双方研究方向关联性强且具体可行，如果能建立长期的合作关系最佳。
6 .申请批次
国家全额资助项目（1月申报）竞争激烈，申请者还可以选择青年骨干教师计划、西部人才、地方合作等其他批次的公派项目；特殊专业可以申请外语人才、艺术类人才等项目。
