举办奥运会、世博会都需要良好的国际化语言环境。改革开放20 几年来,我国的国际化语言环境得到明显改善。然而,当海外旅游者来华发现“Entrance Visa”(凭票入内) “FeePark”(收费停车场)“Propaganda Department” (宣传部)“Ticket Office For”( 补票处) , OffLimit s (旅客止步) 等非规范英译的公示语时又会作何感想呢? 从一定程度上来说,我们能否创建良好的国际语言环境是举办2008 年奥运会,2010 年世界博览会成败的关键。为此,北京、上海等国际化都市,桂林、杭州等国际旅游地的公共设施、交通设施、旅游设施将大量采用中英两种公示语。而日照作为水上运动之都，已经承办过多次世界级帆船赛的城市，对公示语也有了足够的重视。
随着各类国际性活动的举办，我们的身边中英对照的标志、公示语也迅速地多了起来。翻译得法的公示语将为来自远方的旅游者、运动员在其步履所及之地,生活所需之时获得食、宿、行、游、娱、购的悉心关照。
1 公示语的应用功能特色
公示语应用于日常生活的方方面面,因此也直接影响到我们生活的方方面面。进行汉英公示语翻译首先应当了解公示语在实际应用中所具有的指示性、提示性、限制性、强制性四种突出的应用功能。公示语应用功能的不同直接导致英译公示语的语言风格、语气的差异。
1. 1 指示性公示语
指示性公示语体现的是周到的信息服务,没有任何限制、强制意义。因此语言应用也不一定要求公众去采取何种行动,其功能在于指示服务的内容,如: Information 问询服务、CarRental 租车服务、Travel Service 旅游服务、TakeAway 外卖服务等。
1. 2 提示性公示语
提示性公示语没有任何特指意义,仅起提示作用,但用途广泛,如: Reserved 预留席位、Sterilized 已消毒、Wet Paint 油漆未干、FullBooked 客满、Sold Out 售完、Explosive 易爆物品、Blood Donation 献血处、CCTV in Operation闭路电视监控区等。

据报道,上海市在2001 年亚太经合组织上海峰会召开前,将当地“公共厕所”的牌子改用“WC”,将街道标志东西南北方向的公示牌采用了E、W、S、N 的英语缩略语标示。本意是期望创造一种国际都市环境,然而却给当地年长居民和外地旅游者带来了一定的不便。在北京,各街道路口都设置了路街名牌, 如“长安街”。路牌上汉语“长安街”置于汉语拼音“CHAN G’AN J IE”之上组合共用。北京的这种路街名称的标志方式还影响到Periplus 这样的著名旅游地图出版商。像这种路标中国人只看汉字就一目了然,而无看拼音的必要;海外旅游者不懂汉字,看了标注的汉语拼音也不会明白这“J IE”意味着什么。标准的制定者强调这是国际地名翻译规范。如果在实际应用中它不能为国内外宾客提供便利,那么这个“规范”就不够切合实际了。如能将拼音CHAN G’ANJ IE 的“J IE”改用“AVE”或“AVENUE”,再增加沿街门牌号、方向指向,则既符合国际地名应用规范,又便利了海外旅游者,照顾了美观,何乐而不为呢?
随着奥运会和世博会筹办工作的全面展开,举办日期日益临近,汉英公示语翻译研究也渐成社会关注热点。为了弥补汉英公示语研究资料的空缺,一些网友和英语教学研究机构在网络上发布了一些实地搜集或自己试译的公示语;一家署名为“汉英公示语研究在线”的网站也于不久前正式开通;国外还有一些政府机构、民间团体、个人开设的网站介绍、服务、搜藏公示标志和公示语。这无疑为提高汉英公示语翻译水平提供了有效的参照线索和交流平台。
由于公示语在公众和旅游者生活中的重要作用,对公示语的任何歧义、误解、滥用都会导致不良后果。只有认真探讨英语公示语的功能意义和语言风格,才能真正准确发挥英语公示语在我国深化改革,扩大开放,城市国际化进程中的积极作用。在中国,一个城市的汉英两种语言的公示语应用是否广泛是这个城市开放程度的直接体现,应用是否规范是对这个城市国际化程度的检验。翻译是否得法是这个城市整体素质的直接展现。
